Terra Haute, IndianaMetric Environmental, LLC was contracted by the Indiana Army National Guard (INARNG) to complete an Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA) of 1969. 42 United States Code (USC) 4321 et seq, the Army National Guard NEPA Handbook, dated 1 October 2011 and the Army National Guard Environmental Condition of Property (ECOP) Handbook for the proposed construction and operation of a Field Maintenance Shop (FMS #8) at the Terre Haute International Airport, Hulman Field, Terre Haute, Vigo County, Indiana. The lead agency of the proposed action was the National Guard Bureau (NGB) with the Federal Aviation Administration (FAA) as the cooperating agency.The scope of work included an extensive evaluation of potential individual and cumulative effects of the proposed action, alternative actions and the no action alternative with respect to geographic setting, land use, air quality, noise, geology, soils, topography, water resources, biological resources, cultural resources, socioeconomic environment, utilities, infrastructure and hazardous and toxic materials/wastes.The evaluation concluded that there would be no significant adverse impact, either individually or cumulatively, to the local environment or quality of life as a result of the implementation of the Preferred Action Alternative, provided that mitigation measures specified in the EA were implemented. Therefore, a Finding of No Significant Impact (FNSI) was appropriate.Metric Environmental successfully worked with the INARNG and project designers to meet milestones and deadlines.
