Construction Stormwater Management and Inspection

Stormwater Management standards require construction projects to develop and implement a Stormwater Quality Control Plan (SWQCP) in conjunction with the environmental permits that have already been obtained. Metric’s Stormwater Quality Managers (SWQM) provide guidance and recommendations to contractors throughout project activities to minimize the potential for the release of sediment and other pollutants into waterways.

To ensure construction stormwater projects run according to regulation, Metric also provides qualified professionals to perform self-monitoring inspections throughout construction activities on a project until adequate soil stabilization is achieved. Depending on the terrain and type of project, implementing an adequate stormwater program can be tricky. Having an experienced stormwater professional is vital to help keep projects on-time and on-budget and to avoid disastrous waterway and stormwater conveyance silting up as well as the flooding and property damage that often results.

From obtaining environmental permits to project close-out, Metric has nationally certified professionals to provide the technical expertise your project needs in stormwater management and erosion and sediment control systems to assist in meeting the goal of keeping your project on time and on budget.

Industrial Stormwater Discharge Permitting and Monitoring

Metric works with public, private, industrial or commercial entities to protect local waterways from adverse impact created by runoff volumes and pollutant loads. While some of these pollutants can be toxic (as generated by industrial activity), sediment that results from construction activities and surface erosion is often a more significant issue.  Metric identifies the activities and conditions at their site that could cause water pollution, and details the steps the facility will take to prevent the discharge of any unpermitted pollution. Our environmental engineers develop Storm Water Pollution Prevention Plans (SWPPP) for facilities or construction projects in accordance with the National Pollution Discharge Elimination System (NPDES) program of the U.S. EPA.  In addition to the development of the SWPPP, Metric provides annual sampling of the storm water discharges, quarterly inspections and annual storm water pollution prevention training for client’s employees.

Our expertise of regulatory requirements across all industrial sectors gives Metric the edge you need to streamline your  environmental permitting processes.

  • Industrial Stormwater Permit Applications
  • Stormwater Pollution Prevention Plan (SWP3) Development
  • SPCC Plan Development
  • Annual Reporting

Illicit Discharge Surveys and Management

Municipal Separate Storm and Sanitary System (MS4) typically struggle with illicit discharge of unregulated or unwanted materials into local receiving bodies. These discharges result in water quality violations, public nuisance and even fish kills that may require significant effort to remediate. Operating in coordination with municipalities, Metric performs Illicit Surface Water Discharge Monitoring that includes physical observation and documentation of identifiable outfalls along receiving bodies of water, sampling of accessible outfalls that were discharging, analysis, recording and reporting functions. Additional research services are also available to help municipalities determine the origin points of a variety of discharges, identify responsible parties and, if required, to bring enforcement action for abatement of the discharge. These services are provided in accordance with the Center for Watershed Protection’s Illicit Discharge and Elimination Guidance Manual.

Whether your municipality is new to the MS4 regulatory landscape or an established program that is having to re-evaluate your stormwater programs, Metric has the technical expertise you need to meet your program goals for all six minimum control measures (MCMs).

Available services:

  • MS4 Permit Applications
  • Quality Management Plan Development
  • Construction Program Administration
  • Post-Construction Program Administration
  • Illicit Discharge Program Administration
  • Public Education & Outreach
  • Annual Employee Training
